| Abstract: | This paper discusses structural and labour market factors associated with institution building in South Africa. It pays particular attention to the role of management development in institution building in the public sector. Multicultural societies can be, and many are, dynamic and socially cohesive. The management of diversity can be a great opportunity for realizing the creative potential of employees provided that diversity is seen as a strength. Institutional racial discrimination, which is endemic in South African society, cannot be externalized and divorced from the attitudes, values and ideologies of organizations. The effective development of human resources is the core of human resources planning and is an important expression of institution building. Bibliogr., sum. |
