Abstract:Africa's development crisis in the 1980s has also been accompanied by debt crisis. The servicing of such debt has become a critical financial constraint, particularly in low-income sub-Saharan African countries with high degrees of export concentration in primary commodities whose earnings are subject to international commodity boom and bust. This article provides a case study of the external debt problem of such a country - Niger. Approximately three-fourths of Niger's foreign exchange earnings are derived from uranium exports. This study analyses the evolution of Niger's external debt problem and identifies its main causes and magnitude. It discusses attempts to address the problem and suggests some policy implications.
