Abstract:As world military expenditure rises inexorably and global poverty refuses to decline it is natural to ask whether resources from defence can be transferred to developmental needs. This paper analyses the amounts involved in such a transfer, and the implications and problems for such a reallocation. Since it is unrealistic to expect that very large sums will be made available for conversion from military to development expenditure, the total approach which emphasizes universalist projects, such as the eradication of poverty, etc., has little chance of success within this framework. A selective programme, on a less ambitious scale, for an integrated scheme of simple health care, will do a great deal to improve the quality of life of the poor in the least developed countries and the costs will not be prohibitive. The creation of an International Disarmament for Development Fund has also been advocated. The analysis, however, is hypothetical. The ultimate decision must be political. Ref.
