Abstract:This paper, originally presented at an international symposium on the Horn of Africa held at the University of Cairo, January 1985, addresses itself to two questions: Is the Eritrean cause intrinsically just or is its claim to justness questionable in relation to the justness of the African struggle to develop viable States which are stable, multinational communities free from the pressures of external domination? Is the Eritrean liberation struggle, as claimed, clearly unsupported by external donors, thus making Ethiopian dependence on Soviets and Cubans look rather ridiculous? After describing the historical background to developments in Eritrea, and identifying certain principles guiding political relations within and between African States, the author argues that there is a difference between Ethiopian control of Eritrea, which has been described as colonial, and other colonial experiences in Africa, that the progressive character of the Eritrean struggle is doubtful, and that the justness of their struggle, when compared to the higher interests of Africa, is debatable.
