Abstract:In 1984 the Ethiopian government's planned resettlement was overtaken by events. Due to the devastating famine of that year, planned resettlement was quickly replaced with emergency resettlement and a large number of famine victims was relocated in Mettema in Gondar Province, Mettekel, Assossa in Wollega, and Gambella in Illubabor. Mettekel was set to receive 250,000 resettlers, which was more than the entire population of the area. This article examines the resettlement programme in Mettekel and its likely consequences for the indigenous Shanqella or Begga population. The main dangers posed by the programme are that the appropriation of land will damage and eventually destroy the delicate system of shifting cultivation employed by the Begga, and that it will deny them access to forest and other resources traditionally available to them.
