Abstract:Early expectations about the contributions that marketing boards could make to consumer welfare and economic development in tropical Africa have not been borne out by events. The principal defects of the tropical African boards have to do with misuse of funds, inefficiency of operations, and the depressing effects on farm production of their marketing policies and practices. Despite these deficiencies, however, the boards continue to receive official endorsement. This article considers why marketing boards are still prominent features of African economies, and suggests improvements which could transform the existing marketing boards into more useful economic entities. An appendix contains the criticisms of African agricultural marketing boards as set forth in the international seminar convened by the African Studies Centre, Leiden, 19-23 September, 1983, and a list of papers presented at this seminar.
