| Abstract: | This paper rejects the view that State reform in South Africa bolsters white supremacy. It suggests that all the key reforms of the past decade have weakened State control and contributed to a limited, but significant, momentum for change. More specifically, it suggests that reform creates space for popular organization against apartheid and that the degree to which the reform weakens the system will be determined by the extent to which these opportunities are used by organized groups who seek change.
