Abstract:The government of Ivory Coast has developed several programmes to assist the agricultural sector. As an example of such a programme, the Banque nationale pour le développement agricole (BNDA) provides loans from public sector resources to the agricultural sector at subsidized interest rates. The expectations are that the loans will generate income sufficient for repayment and leave the farmer better off. Evidence, however, shows that high delinquency and default rates remain rampant in most of the BNDA programmes. The present study develops and tests a model to provide a means for analysing policy reforms that 1) reduce default rates, 2) reduce BNDA's net lending cost, 3) preserve the borrower's benefits, and 4) yield a break-even interest rate lower than the 40 percent found by YABILE and BAKER (forthcoming in 'Savings and Development').
