Abstract:Drawing on the data of a community study conducted in Steinkopf, a Namaqualand reserve or 'Coloured rural area' in 1984, this article illustrates some of the difficulties and shortcomings of the implementation of a rural development scheme in the reserve. In particular, it shows that significant qualitative differences exist between groups of farmers in the reserve, which are not reducible to the largely quantitative measures used by State officials in implementing the scheme. The Steinkopf study was based on a sample of 279 households or 1474 individuals, comprising about a quarter of the total population of Steinkopf. The results of this survey were supplemented by qualitative data yielded by in-depth interviews with individuals, and 'focus groups' discussions. Bibliogr., notes, ref.
