Abstract: | This paper argues for the viability of a distinctive approach to development planning in poor socialist countries. The components of this approach are: decentralized, popularly-based planning and control of accumulation; a close connection between investment in rural production and investment in social services; and an emphasis on market intervention as a tool of socialist planning. The argument is based on an analysis of the Mozambican experience with development planning, notably with planning in agriculture and in the health care sector. Bibliogr., notes, ref., sum. |
