| Abstract: | Ethiopia's geographic margins are currently suffering from environmental insufficiency for subsistence production and also have sustained a high degree of structural damage detrimental to development. The framework used in the study identifies two broad structural dimensions, physical and social, which differentiate Ethiopia's regions on the basis of carrying capacity. Types I, II, and III lands have been drawn from qualitative and diachronic loadings on the social and physical structural dimensions. The regions which have shown declining carrying capacity over the years, and finally have lapsed into famine under the stress of drought - Type III, currently parts of Wello, Tigrai, Gonder, Eritrea, and Harer - were the ones which also have shown the maximum damage in structural dimensional variates, not only in agricultural resources, but also in terms of demography, politics, economy, and infrastructure. An integrated policy approach with a four-pronged design is suggested to stabilize Ethiopia's rural sector. The policies imply improvement in production relations, producer incentives, market functions, basic infrastructure, and resource conservation. Bibliogr. |
