Abstract:Cereals policy reform in Africa is often cast in terms of a choice between 'public-sector' and 'private-sector' solutions. Recent evidence from northern Senegal, including empirical data on parallel channel rice marketing activities collected in 1984-1985, suggests that excessive reliance on either the State or the private sector is likely to result in unsatisfactory performance. Despite the claims of government authorities to the contrary, the performance of parallel channel marketing agents in the Senegal River valley compares favourably with that of the State grain marketing organizations. However, profit-motivated private traders are unlikely to meet all national food policy objectives, implying a continuing role for government participation in marketing activities. Notes, ref.
