| Abstract: | This paper examines Uganda's 1946 colonial Ten-Year Development Plan in the light of Engels' assertion that apparently benevolent acts by imperial powers are initiated to enhance the rate of exploitation. Under this development plan Uganda's economy experienced growth but at the same time, inequalities between racial groups and among African peasants worsened; by promoting the participation of one sector of the colonial society, the plan exacerbated racial tensions in Uganda; and by introducing import substitution industries as a means of reducing Uganda's imports from countries other than Britain, the plan made Uganda's economy more vulnerable to the vagaries of the world economic system. Thus, despite favourable world economic conditions, the Ugandan economy was not radically transformed and little real development had occurred by 1960. Ref. |
