Abstract: | A case study of the proportional distribution of personnel in relation to statutory functions and service provision in Lagos Island and Kaduna local government councils, Nigeria, indicates an incongruity between personnel structure and development functions. Inasmuch as the constitutional purpose of local government is not administrative or extra-administrative per se, but rather the performance of development-oriented functions, it is obvious that these two urban local government councils exhibit symptoms of an unhealthy organization. As a means of nurturing them back to health, a planned approach rooted in Organization Development techniques and concepts is advocated. Notes, ref. |
