Abstract:The article analyses the debt-service ratios that households in LDCs burden themselves with in order to implement their lifetime goal of buying a dwelling. The case of Tunisia is used to illustrate the implications of sometimes arbitrarily set debt-service ratio ceilings on mortgage loan borrowers as well as on the housing finance system. The policy implications of the research findings suggest that affordability tests could be more realistic if higher intial debt-service ratios than those in the 25-30 percent range which are currently used were accepted.
