| Abstract: | Since the coming to power of the Rawlings regime in Ghana on 31 December 1981, a deep split has emerged within the revolutionary forces. The main disagreement has centred on economic policy. On the one hand, the Provisional National Defence Council (PNDC) not only signed an IMF agreement for 1983 as well as a new agreement for 1987-1990; more importantly, it has attempted to defend its decision on Marxist grounds. On the other hand, especially since October 1982, members and former leaders of the movement have condemned these very same economic policies, also on revolutionary grounds. In the final analysis, the Ghana problem is one of what alliance of classes and social forces is required to transform a precapitalist society along socialist lines and over what period, in the concrete conditions of the Third World, in the last quarter of the twentieth century. The author argues that the approach of the PNDC is neither a sellout to the IMF nor a tactical retreat in the face of the overwhelming power of the international capitalist political economy. On the contrary, it represents the strategically appropriate approach to the transition problem for Ghana under the present circumstances. Bibliogr., notes, ref., sum. in French (p. 12). |
