Abstract: | A prominent viewpoint in the black struggle for change in South Africa has been that the external world, in one form or another, would come to its assistance. The debate on this topic is currently being restimulated once again by the decision of the Anglican Synod of Bishops to call for strategic economic and other pressures on South Africa by the international community. The author examines different kinds of pressure: persuasion and moral exhortation, sanctions, and support for the armed struggle, and shows that none of these will lead to a successful overthrow of the system. He suggests some alternatives for the international community and concludes that external governments have an invaluable potential role in offering black, nonviolent opposition movements in South Africa training and strategic support in preparing for their future political and administrative roles.
