Abstract:	The current world crisis has hit Africa's industry particularly harshly, bringing it to a virtual standstill or reversing the already anaemic rates of industrialization. Some countries are even witnessing a process of 'de-industrialization'. This article examines Africa's industrial crisis in the context of the history of the international division of labour. It distinguishes three phases: the period of import substitution by default (1914-1945); the period of deliberate import substitution industrialization (1945-1973); and the period of debt-financed and export-oriented industrialization (1973-1982). Aim is to identify the structural constraints - internal or external - that impeded Africa from benefitting from changes in the world economy which other Third World countries seem to have made use of.
