Abstract:Although Nigeria's defence planners have in the past and present responded to situational challenges in the security environment with a mix of sophistication and foresight, significant disharmonies or disequilibria presently exist between the various component elements of Nigeria's defence policy: capability, objectives and environment. The first level policy problematique is essentially structural and involves the operational readiness of the Nigerian armed forces as a function of the material decisions concerning the acquisition of weapons, given Nigeria's dependence on externally acquired war technology. The second level policy problematique is strategic in nature and concerns the discrepancy between Nigeria's declared policy goals and the operational ability of its defence institutions to provide the means for their actualization. Perhaps the greatest difficulty facing the defence planners of Nigeria is how to draw the necessary distinction between what is desirable and what is possible, on the one hand, and the possibility of confident prediction of the anticipated politicomilitary environment by the year 2000, on the other.
