Abstract:The failure of the 'high tech' approach in the development of science and technology in Africa, and the consequent shift in emphasis toward traditional cultural values is reflected in the development of higher education. This is illustrated by examples from Sierra Leone: the Bunumbu Primary School Teachers for Rural Areas Project, which aimed at changing the curriculum of Bunumbu Teachers' College to meet the needs of the rural community; the Diploma in Cultural Studies Programme, developed at the Institute of African Studies of the University of Sierra Leone; attempts made by the Institute of Adult Education and Extra Mural Studies of the University of Sierra Leone to give a basically African focus to the problems considered.
