Abstract: | The conflict that often arises in land use planning between creation and conservation is meant to be resolved by the concept of development impact analysis and the entire idea of environmental impact report (EIR) writing, also known as environmental impact assessment (EIA) or environmental impact statement (EIS). After briefly outlining the development of EIR in the United States and Britain, the author looks at its application in Nigeria, and the procedural and methodological problems involved. Whether a system of EIR succeeds in improving environmental quality in Nigeria, however, will depend on how the planning agencies choose to use it. Bibliogr. |
