Abstract: | Transportation planning in Nigeria could benefit from an analysis and understanding of spatial formations. With this in mind, the author examines the forces behind transportation investments in Nigeria between 1945-1975. The findings show the external orientation of transportation networks and the economy, while agitation by minority ethnic groups constituted a major influence on the pattern of transportation investments. Public transportation investment allocation policies during this period may thus best be explained by a new theoretical framework combining elements from an ethnic regionalism and a political economy approach. The author also strongly suggests that the provinces, or similar regional units, be used as the bases for future development planning, the problems of uneven regional development and the neglect of minority ethnic areas being easy to resolve at this level.
