Abstract: | Enormous difficulties face the implementation of Nigeria's Land Use Decree of 1978. The author examines the issues and problems involved, discussing in turn the implementation hierarchy, the Land Use and Allocation Committees, the Land Allocation Advisory Committees, the Implementation Committee set up by Benue State, the enactment of complementary State edicts, urban delimitation, the granting and the revocation of rights of occupancy, and other administrative and technical matters, including the delineation of responsibilities and public trust and accountability. Suggestions for resolving some of the difficulties include a clear definition of functions for, and a categorical separation of powers between, the statutory land management committees and the ministerial government departments; adequate funding of these committees; public advertisement of applications for land occupancy rights; and close supervision of various implementation processes and stages.
