Abstract: | One of the paradoxes of urban transportation in present-day Nigeria is that traffic problems in some of the old State capitals do not seem to have abated in spite of the fact that the total territory served by such old State capitals has diminished in size following recent administrative changes. In Ibadan, capital of the new Oyo State (the rump of the old Western State), traffic problems apparently increased, despite a withdrawal of about two-thirds of all government-owned vehicles following the excision of Ogun and Ondo States. The authors seek to explain this paradox in the context of the traffic flow problems of Ibadan. They discuss the nature of urban traffic in Ibadan, the issue of road transport and urban expansion, the interaction between vehicular growth and intracity traffic flow, and the transport administration and engineering factors involved in efficient traffic flows. A single major conclusion which emerges from the study is that a carefully planned regulation of the taxi and minibus trade and continual enforcement of traffic rules within the Ibadan metropolitan area could yield substantial returns.
