Abstract:A major study of Ethiopian refugees living in Sudanese urban areas was undertaken during 1984-1985. Observational data collected in four major cities were complemented by detailed socioeconomic information obtained from a sample of over 1,000 refugee families living in Khartoum. The present article summarizes these findings and posits some answers to the questions of why the refugees came and what their impact is on their host society. It reveals that the Ethiopians have integrated into, but have not been assimilated by, the Sudanese economy and society, and that their economic success and contribution to the local society are severely attenuated by the absence of assistance and the existence of public policies and societal norms that reinforce each other to keep the refugees both socially and economically marginal.
