Abstract:Any analysis of the social, institutional and economic impact of irrigation projects involves the inherent difficulty of tracing the causes of poor performance. Whilst governments and development agencies have given extensive consideration to the technological aspects of irrigation projects, they have virtually ignored the all-important 'human dimension'. Bearing these limitations in mind, the author reviews the rather limited literature documenting the impact of irrigation projects in fourteen less-developed countries in Africa, as well as two case studies from South Africa: the Qamata Irrigation Scheme in Transkei and the Tyefu Irrigation Project in Ciskei. Aim is to determine whether there are any general irrigation problems which can be identified and corrected, thus leading to improved project design and management. Ref.
