Abstract:Since Sharpeville (1960) an enormous increase in defence expenditure has been taking place in South Africa. The annual defence budget of R44 million in 1960/61 increased to over R4 000 million in 1985/86. This increase in defence expenditure has been accompanied by a substantial expansion of human resources. Since the early 1960s the South African Police force has operated in support of the military. It is equipped today with a wide range of weapons which are primarily designed for military purposes. After P.W. Botha's accession to prime minister in 1978, after serving as defence minister for 12 years, decisionmaking and planning came to be dominated by security considerations. The ever-increasing annual defence budgets and the UN arms embargo have contributed to the development of a large internal armaments manufacturing industry as part of an overall plan to make South Africa 'self-sufficient' for all its strategic requirements.
