Abstract:Using Nigeria as example, the author draws attention to the institutional and structural bottlenecks which hinder the solving of urban problems in Third World countries. Administrative lassitude, planning stereotypes and poverty are among the real impediments to urban regeneration. Suggestions to remedy the situation include reconciling administrative malfunctions, integrating national planning, attacking poverty and ensuring citizen participation in urban development.
