Abstract: | In the mid-1980s Nigerian society changed from one that tolerated a wide variety of individual drug use to one that attempted strict control over the use and trafficking abroad of some types of drugs, notably marijuana, cocaine, narcotics and heroin. The change occurred in response to social concerns about drug toxicity, dependence potential and drug-induced crime and violence. In early 1990 a National Drug Enforcement Agency was commissioned to develop laws to combat drug trafficking and organized crime. Drug education and prevention programmes have also been implemented, as well as programmes intended to treat substance abuse. However, to understand the drug problem in Nigeria today fully, one must look beyond drugs to social philosophy and the wider view of personal and social beliefs. App., bibliogr. |
