| Abstract: | A local capacity for the production of machinery and equipment - capital goods - is indispensable for a self-reliant pattern of industrialization. Nigeria failed to utilize the opportunity provided by the financial windfalls from crude petroleum to develop a viable capital goods sector in the 1970s, despite plans made for such development in the second and subsequent national development plans. To carry out such development in Nigeria's currently straitened circumstances calls for purposeful planning, of which perspective planning should be an essential element. The author addresses some of the major empirical and policy issues entailed in a perspective plan for Nigeria's capital goods sector. He outlines the rationale for a long-term plan, summarizes the available information on the existing capital goods sector in Nigeria, and discusses the requirements for a perspective plan in terms of the type of studies, targets and policies that would be necessary. He notes that in order to realize both the medium and long-term objectives for the production of machinery and equipment, vigorous and sustained implementation of policies to protect and encourage domestic production of capital goods, extend backward integration of the sector, and link up with small-scale and informal activities in metalworking and related industries will be required.
