Abstract: | The author argues that the highly centralized, fragmented, and unresponsive character of rural administration in South Africa may persist into the future unless serious consideration is given to establishing a strong, decentralized rural local government system. In this article, adapted from a report commissioned by the National Land Committee, he contextualizes the rural local government debate in the light of urban and regional government debates. The issue of rural local government has received relatively little prominence relative to the urban local government because of the prominent role of the civics in opposing apartheid policies generally. The major focus of the regional government debate has always been on the relationship between the centre and the region, rather than on the relationship between the region and the locality. To improve the weak economic and political position of rural people and their institutions the author suggests a number of rural local government policy measures. Bibliogr., note. |
