Abstract: | Within one year after the National Resistance Movement (NRM) had established its administrative sovereignty throughout Uganda in 1986, a rebellion broke out in the north and northeastern region. In 1988, the author was appointed as resident Minister for Pacification of the North. In this paper she briefly outlines the NRM's major policies and actions to redress the ills of the country, identifies the factors which led to the conflict in the north, and examines the measures which were taken by the government in order to solve the conflict. She concludes that peace now prevails in both regions and that her main concern as resident Minister today is rehabilitation and development. |
