| Abstract: | Perspective planning should bring employment objectives into a sharper focus than has hitherto been the case in Nigeria. The recognition of employment as a major development policy goal would shift the role of manpower planning from the periphery, as in the medium-term national development plans which have characterized Nigeria's planning history to date, to the initial, foundation stage of the overall planning process. While the projection of manpower requirements is imperative in the perspective framework, the choice of the most efficient estimation technique is constrained by the dearth of statistical data. An interim measure is to find an alternative to the employers' forecast or the use of the vacancy rate figure. Such an alternative should take cognizance of the limited data available.
