Abstract: | In Nigeria the English language serves both as a medium of instruction at all levels of education as well as a school subject. However, English-as-a-second-language (ESL) curriculum content and methods in Nigeria have failed to demonstrate an understanding of students' language needs for purposes of communication. The present study focuses on the place of 'needs assessment' in the development and design of ESL curricula for secondary education. Based on the findings of a questionnaire survey of a stratified random sample of English language teachers, teachers of other subjects, and junior and senior secondary school students, the author concludes, amongst others, that the areas of language needs identified by the four groups should form the basis for the development of an ESL curriculum; that the similarities in teachers' and students' perceptions of language needs warrant a needs assessment survey as a requisite for ESL development; that the low ratings accorded by the four groups to pronunciation and vocabulary suggest that the current undue emphasis on these aspects in the curriculum needs to be reviewed; and that the concern of all the groups with communication skills shows that the current curriculum with its bias towards the structural grammatical approach is inadequate.
