Abstract:Since one of the major policy objectives in many African countries has been rapid and sustained economic development, one possible option is the structural transformation of national economies through the promotion of industrialization. However, industrial expansion would quickly face the problem of the limited size of national markets. This paper examines the need for and the provisions relating to industrial cooperation and development in African regional economic organizations and the attendant problems, and suggests some policy measures. It discusses the provisions for industrial cooperation and development of ECOWAS and UDEAC (Union douanière et économique de l'Afrique centrale). Next, it examines problems of industrial cooperation and location, and policies to deal with them. These problems include leakages of some of the benefits generated by industrial cooperation to nonmember States; duplication of public and private investments within and between regional organizations; and inefficient allocation and possible duplication of international development aid among member States of the same subregional groupings and, in particular, among those countries which belong to more than one subregional economic grouping.
