Abstract:In July 1979, a National Literacy Campaign (NLC) was launched that would teach Ethiopians functional literacy to enable them to obtain higher productivity from their fields and factories. Now that the NLC is at the midpoint, this paper reviews its policy and performance. Attention is paid, amongst others, to the context of the NLC, its ideology, institution building, mode of mobilization for the campaign, curriculum development within the NLC, curriculum materials in use, the way in which literacy is taught, recruitment and training of teachers, literacy achievements, achievements in postliteracy, and achievements in functionality as delivered through three interlinked institutions - the Burayu Basic Technology Centre, Community Skill Training Centres (CSTCs) and Basic Development Education Centres (BDECs) - and radio broadcasts. In conclusion, results are presented from two evaluations of implementation and impact of the Ethiopian literacy campaign: a the study sponsored by the International Development Research Centre (IDRC), for which research was carried out in 1983-1984, and a review commissioned by UNESCO and conducted by the present author in 1985-1986.
