Abstract:This report presents the summary results of three reports evaluating Netherlands bilateral aid to India, Mali and Tanzania, together with the main findings which the three reports had in common. The programme evaluations were carried out between 1991 and 1994 and covered, in principle, the entire period of cooperation, i.e. from the early 1960s in India, from the end of the 1960s in Tanzania and from the mid-1970s in Mali. In practice, the studies focus on the period 1980-1992. The studies concentrated on the following questions: To what extent was the aid programme in line with the policy priorities of the Netherlands and the recipient country? How was the aid programme organized and how was it managed? To what extent did Netherlands aid contribute to economic self-reliance and poverty alleviation? To what extent were the results of Netherlands aid sustainable? A number of annexes contain the response of the Minister for Development Cooperation to the reports, an account of how the research was structured, and overviews of the composition of Dutch aid to the three countries.
