Abstract: | As a concept democracy is open to various levels of interpretation, allied to different types of institutional arrangements. The author considers three types of people's rule - government of, for and by the people - and mechanisms for representation, accountability and participation as they have functioned in Africa, and briefly discusses some prerequisites for a sustainable democracy. Finally, by taking a closer look at the process of democratization in Africa, he points to certain connections between democracy and other normative concepts, notably the New International Economic Order, peace and stability, responsive governance and pluralism.
