Abstract:	Since 1985 political resistance against apartheid at local community level in South Africa has led to the escalation of conflict to the point that a national state of emergency had to be established to restore law and order. At the end of 1992, the two major conflicting parties at local government level, the National Party and the ANC, decided to settle their differences in a more peaceful way. Over a period of ten months (between April 1993 and January 1994), a bilateral negotiated settlement about future local government was hammered out between them. The main principles on which this settlement was based were formulated in the Local Government Transition Act, Act No. 209 of 1993, and in the 1993 Interim Constitution, Act No. 200 of 1993. This article summarizes and assesses the process through which a settlement was reached among the different stakeholders and its content. Bibliogr., sum.
