| Abstract: | The South African economy has been subject to a real growth ceiling of about 3 percent per annum for almost a decade. This paper addresses the nature and significance of this growth trap, and the potential role of the proposed RDP (Reconstruction and Development Programme) to break the trap. This is done on the basis of two RDP documents. The first is a publication by the ANC (1994) containing the original programme as well as its ideological base. The second is a White Paper (1994) which outlines government strategy in respect of the implementation of the RDP and establishes a policymaking methodology. Both documents contain five major policy programmes: meeting basic needs, development of human resources, democratizing State and society, building the economy, and implementing the RDP. This article first describes the ANC document, with emphasis on the third programme: building the economy. Then it examines the White Paper. Finally, it turns to the potential role of the RDP in escaping from the growth trap and discusses the contribution it can make towards improving South Africa's international competitiveness, its relative attractiveness and profitability as an investment locality, and towards lowering the import propensities through increased productivity.
