Abstract: | An evaluation of the Regional Industrial Development Programme (RIDP) from its inception in 1982 until 1989 identified certain structural shortcomings which eventually led to the development and implementation of a new RIDP in 1991. Moving away from the traditional growth-pole approach to industrial development policy, the new RIDP was based on a more balanced approach to economic development. This article aims at identifying some pros and cons regarding the geographical implementation of the present Regional Industrial Development Programme. It first outlines the points of departure and the theoretical underpinnings of the 1991 RIDP. Then it pays attention to the major points of criticism of the former RIDP, whose structural shortcomings included a choice of too many development points, situated at incorrect locations. Finally, the article criticizes the uniform approach of the 1991 RIDP. It shows that the uniform approach was justified, amongst others, on the score of being politically unbiased because it allows market forces to indicate the most favourable locations. However, the present authors conclude is that the choice between a spatially uniform or a selective approach for a regional development policy should depend largely on the development status of a country or region.
