| Abstract: | In June 1991, the 27th Summit of the OAU in Abuja adopted the Treaty Establishing the African Economic Community (AEC). The AEC Treaty is more comprehensive than the treaty of any other integration scheme in Africa. It adopts an all-inclusive approach to cooperation and integration which takes into account not only the contributions of economic sectors but also those of noneconomic sectors. The message is that the purpose of the AEC is not just economic integration but also development in all its senses and global multisectoral integration. This article first sketches the background to the treaty and its preparation since the adoption of the Lagos Plan of Action in 1980. Then it discusses some aspects of the AEC Treaty, notably the Community organs, Community decisionmaking, the relationship between the AEC and the OAU, the AEC's relationship to subregional economic groupings, and the method adopted for achieving integration. |
