Abstract:This study provides information on the rural economy during periods of drought in two contrasting regions of Namibia (Caprivi, the most fertile region in Namibia, and Erongo, semi-arid and drought-prone), focusing on how households respond to loss of access to food and incomes. A central concern is the extent to which households rely on 'informal social security systems' (supportive relationships with other households) as a means of survival, and how these vary both across communities and as circumstances change from drought years to nondrought years. The theoretical framework for the research project derives from the 'entitlement approach'. The empirical basis of the study is a series of qualitative interviews conducted with more than 100 rural households in the two regions concerned at the height of the 1992/1993 drought.
