Abstract: | Four years after the fundamental political changes enacted in tandem with the achievement of Eritrea's independence, the majority of the nearly 400,000 Eritrean refugees living in the Sudan still have not returned to their homeland. Nonetheless, the majority of them appear to be ready and willing to return. This study examines the factors which contribute to or discourage voluntary repatriation. It is based on interviews with 714 household heads in Kassala, Shegerab, Umsagata, Salmin, Dehema and Umzurzur, conducted in December 1994 and January 1995. Another 70 household heads were interviewed in Khartoum. The study shows that a number of political, economic, social, military and environmental factors combine to make voluntary repatriation a far from simple solution. The unfavourable socioeconomic conditions in Eritrea are the major obstacle to repatriation. |
