Abstract:In Tanzania, the tool most widely used for measuring inflation is the National Consumer Price Index (NCPI). The NCPI is a statistical measure which compares the cost of a basket of items typically bought by an individual in the base year with what the same basket would cost at current or other year prices. The author examines the background and construction of the NCPI in Tanzania, its use as a tool for measuring inflation and its subsequent effects on economic development, particularly the effects of inflation on real (minimum) wages. He notes some of the limitations of the NCPI and makes suggestions for improvement. These include broadening the coverage of the NCPI to include both rural and urban areas, as well as important items such as education which are at present omitted, updating the base year (currently set at 1977), and improving the collection and compilation of price data and the method of NCPI calculation.
