Abstract:This development policy document, prepared by Ghana's National Development Planning Commission (NDPC), provides a framework for the realization of 'the long-term vision of raising Ghana into the ranks of the middle-income countries of the world' by the year 2020. The main part of the document consists of the Co-ordinated Programme of Economic and Social Development for the medium term or 'first step' covering the period 1996-2000. It is a framework to assist planning agencies in the preparation of the detailed first five-year national development plan. An assessment of the current level of development (1993) and a sketch of long-term objectives, opportunities and constraints is followed by a presentation of the objectives of the medium-term programme (human development, economic growth, rural and urban development, and an enabling environment, i.e. reform of the public administration system, involvement of the private sector, capacity building, etc.) and a specification of sectoral and geographical allocations of development expenditure.
