Abstract: | This paper retrospectively examines the impact of developmentally-orientated NGO projects on the survival of the 1.2 million refugees from Mozambique in Malawi who, by the early 1990s, comprised c. 15 percent of the country's population. The principal objective of the developmental assistance provided by 'northern' NGOs was to reduce the dependency of refugees on relief by encouraging economic self-sufficiency. The study is based on interviews with refugees, government officials and NGO staff, and secondary sources. Five limitations of the projects are elaborated: unresponsiveness to local economic conditions and skills; inadequate methods of recruitment; production, business plan and marketing constraints and lack of sustainability; limited participation and the imposition of management ideologies; gender inequalities and inadequate gender-related policies. The analysis of these shortcomings offers guidance to the mobilization of development projects in future large-scale refugee situations. Bibliogr., sum. |
