Abstract: | Civil service reform (CSR) programmes are increasingly being adopted in African countries and are often closely linked to structural adjustment efforts. The results have been mixed and the effectiveness of the aid provided has sometimes been limited. To assess the achievements as well as the limitations of CSR in the field of the formulation and implementation of development policies, a workshop was organized on 21 December 1995 at the Dutch Ministry of Foreign Affairs. It was attended by staff of the Directorate-General for International Cooperation (DGIS) as well as by outside experts in the field. The present booklet contains the text of the following speeches: Civil service reform: lessons from Africa (Clay Wescott); Governance and civil service reform: lessons from Uganda (Petter Langseth); Civil service reform in Mali: experiences and prospects (Robert de Vos); as well as the reports of the three working groups on voluntary and forced retirement/retrenchment, ownership and the role of donors, and sequencing of CSR, and the concluding remarks (Joan Corkery). The annex contains the guiding principles on civil service reform adopted by the Special Programme of Assistance for Africa (SPA) of the United Nations Development Programme (UNDP). |
