Abstract:How has Zambia fared with its new liberalization since the 1991 elections which saw the routing of the 27-year government of Kaunda and his United National Independence Party (UNIP)? Has the emergence of Chiluba's Movement for Multiparty Democracy (MMD) led to a genuine process of democratization, the mobilization of the people, and the consolidation of the new democratic enterprise? These are the questions addressed in this article. It shows that in almost all sectors, the results of the MMD's reform programme have been disappointing. In spite of political pluralism, unemployment, poverty, crime, violence, and general social decay have increased. Early international enthusiasm about Zambia's democratization has not led to significant increases in foreign aid and investment. In terms of power relations, regional conflicts, and accountability, the MMD has not differentiated itself from the previous government; in several respects, it is even worse. Unless the transition process involves the generation of new ideas, alternative reform programmes, the mobilization of people across ethnic and other lines, and the promotion of accountability, liberal democracy will make little or no difference.
