Abstract: | This book examines the urban environment of three African capital cities: Accra (Ghana), Harare (Zimbabwe) and Gaborone (Botswana). The residents of poor cities, such as studied here, currently receive very different kinds as well as different quantities of water, sewerage, and solid waste services. In parts 2 through 4 (Accra, with Louis Boakye-Yiadom Jr.; Harare, with Albert Mafusire; and Gaborone, with B. Oupa Tsheko, a close look is taken at each city, in turn, examining who gets what kind of drinking water, wastewater treatment, and solid waste disposal, how much they get, and how the costs of these services are covered. Part 5 compares the policies, problems, and achievements of the three cities and looks at the question of how to 'maximize welfare' in the provision of urban environmental services. |
